Must the bride, groom, guardian or witnesses have wudu during the marriage contract?
It is not obligatory; wudu is not a condition for a valid marriage contract, but it is encouraged as good manners because the contract is an honoured occasion.
The pillars and conditions of marriage — the couple, guardian, witnesses and offer and acceptance — do not include wudu (Sunan Abu Dawud 2085). Allah loves those who purify themselves (al-Baqarah 2:222), so performing wudu before the ceremony adds calm. In Malaysian practice, the groom and guardian often perform wudu before the contract, and after it some shake hands with their spouse; for those following the Shafi'i school, that touch breaks wudu, so they must renew it before praying. More important is understanding the words, being present calmly and listening to the marriage sermon. See The marriage contract.
