He says he has already applied for polygyny permission. How can I make sure he is telling the truth?

Ask for real proof, because words alone are not enough for a decision this big. An application that has really been filed has a case number and a hearing date at the Syariah Court. Ask him to show you those documents, and ask whether his wife has been informed. When receiving news that is not yet certain, the Qur'an's counsel is to “verify it” (Surah al-Hujurat 49:6). Watch his attitude when asked for proof; an honest man is not offended. Do not agree to marry until permission has been obtained in writing.
