May I propose to a woman whose divorce case is still going through the court?
No; until her divorce has taken place she is still another man's wife, and after that she must complete her 'iddah. Proposing to her, whether openly or by hint, can be seen as damaging a marriage that is trying to be resolved, including through sulh. If you are interested, keep your distance completely and do not contact her about marriage. Once the divorce is confirmed, ask about the type of talaq and when her 'iddah ends. An open proposal is made only after the 'iddah ends; a proposal by hint is allowed only in certain circumstances. See proposing to a woman in her 'iddah.
