May the wali delegate a solemniser or imam to conduct the marriage?
Yes. A wali may delegate the authority to conclude the marriage to another person who meets the conditions of a wali.
This delegation (wakalah) is common in Malaysia: the father says "I appoint you to marry off my daughter …" to the marriage officiant (jurunikah) or Assistant Registrar. The deputy must act within the limits given, for example the name of the prospective husband and the amount of the mahr. The wali may still conduct the marriage himself, and this is preferable if he can pronounce the offer (ijab) correctly. The prospective husband may also delegate the acceptance (qabul) in certain circumstances with the registrar's permission. See The marriage wali.
