How is a reasonable household spending rate determined?
The measure is means, not a fixed figure.
At-Talaq 65:7 says: let the man of means spend according to his means, and let him whose provision is restricted spend from what Allah has given him; Allah does not burden a soul beyond what He has given it. In law, Act 303 s.61 states that in determining the amount of maintenance the court shall base its assessment primarily on the means and needs of the parties, having regard to the proportion the maintenance bears to the income of the person ordered to pay. The copy of Act 303 we consulted is in English; the Malay rendering on the BM page is our own translation, not an official text. Each state has its own Islamic family law enactment, so the section numbers and provisions may differ from Act 303 (Federal Territories). This site does not guess any ringgit figure. See The maintenance rate.
